Description

Andrew Wyatt in Cotswold hands out a quest to low level characters. The quest shouldn't be available at this patch state.

Reproduction Steps

1. Roll a low level toon
2. Talk to Andrew
3. Confirm he hands you the "Andrew's skins" quest

Intended Behavior

Andrew should not hand out his quest at this patch state
