2050: [Alb] Quest "A message to the Manes" shouldn't exist

Description

The quest "A message to the Manes" started at Sir Jerem at Prydwen Keep should not exist as it was introduced in patch 1.75.

Issue opened by Ged concerning the quest's broken reward[1] made me check if it should exist, as there's a similar issue on the "Boulderling Balm" quest[2].

Reproduction Steps

1. Be level 9-12
2. Talk to Sir Jerem
3. He sends you off to give A message to the Manes

Intended Behavior

The quest shouldn't exist as it was introduced at a later patch level.
