* The quest Stripe can be taken at level 25 until level 50.
* The starting NPC is Halla in Huginfell, it doesn't offer any quest.
1. Go with a level 25 or higher char to visit Halla in Huginfell.
2. Will see that you can't get any quest from that NPC.
The quest Stripe need to be implemented.
