The Rain of Fire, Rain of Ice, and Rain of Annihilation RA's are adding very odd and minuscule amounts of damage. The RA says it adds 10% damage per level of the RA. Whether that is 10% of base DPS or 10% of total damage, the number should be much higher than it is right now.
At level 30 attacking a level 5 dummy doing 195 dmg unstyled, The RA's are adding only 2-4 extra damage.

1. obtain the RA's
2. use the RA and begin attacking target dummy.

Damage should be adjusted to match the RA's Description.
The skill description itself is direct evidence that the RA is working improperly.
