On step 3 of quest Wug's Jug- "Help Wug find his lucky rabbit foot. Last he saw, a badger ate it."
Killed ~85 badgers, plus the named badger in the area multiple times. No foot dropped.
Searched online and most people said they got the foot within 1-4 kills.

3. Kill badgers to the point where you'd be tried for genocide.
4. No rabbits foot/no quest update.
