/gc release command should be available from anywhere in the game
But as a matter of fact, i haven't been able to use it that way and was told in game to be in the keep vicinacy
1. claim a keep
2. have the right rank to /gc release
3. try to /gc release from anywhere else than near the considered keep
You should remove the obligation to be in zone to use the /gc release command
"To release a claim on a keep, a guild member who is of a rank that has Release privileges can use the /GC RELEASE command (from anywhere in the game). This will stop the hourly charge on your Guild Bounty Points, as well as allow you to claim a new keep. "
