Mentalist heal over time spell is not healing for the proper tick amount on low level characters, this is an issue because it has never scaled down to level at any point in the game.
1. level a ment to 50 (spec mana) and cast HoT on a lowbie

The heal over time spell is scaling down to level, turn the scaling off so when you hot a lowbie it heals for correct amount
