Looking at issue #1778 [1] concerning the quest 'Boulderling Balm', I stumbled upon the patch notes [2] that added the quest. It seems to have been added after 1.65, during the revamp of the starter quests.

1. Roll a level 10-13 character.
2. Locate Brother Maynard at Prydwen Keep in Camelot Hills.
3. Notice he wants help resupplying on boulderling balm, when he should have plenty at this patch state.
Remove the quest. Although, you could argue for leaving it there considering the reward is just some XP and coin, makes the world more interesting.
