Sir Kenley is not in Camelot as he should be. He gives a lvl 12 quest called 'Bandit Camp' which rewards a 1handed sword called Barker. He is not even in the tower where he should be and likewise it is not possible to engage him in order to receive the quest.
1. Take a lvl 12+ character to the tower where Kenley should be (the doorway directly left of the guild of shadows entrance)
2. Look for Sir Kenley on all 3 floors - see that he is not there...additionally you can /where a guard and they will mention nobody exists with that name.
3. Lament the fact that one of the few low level weapon quests for albion isn't working and go drop all your hard earned coin on a new weapon instead.
Put Sir Kenley back in the game, in the appropriate tower next to the guild of shadows and give him the quest 'Bandit Camp'. Allow the players the opportunity to get the quest reward 'Barker' (1handed sword) for completing the quest.
