Breastplate of the Legion is dropping from the Decurion mob in Catacombs of Cordova as regular loot.
This item dropped twice today and was awarded as regular loot to characters that cannot wear plate and who were below the proper award level (lvl29/30+), once to a mercenary (me) and another time to a cleric. The loot did not drop every time we killed Decurion, but on these two occasions with the same group make-up it did drop and was awarded as regular loot.
This drop should be a one-time drop (ref Allakhazam and many other references), and drop for only Arms/Paladin above the minimum level. The stats look correct, including 100% quality which is correct for OTD's.
1. Kill Decurion repeatedly with party that does not contain a character meeting the requirements for the OTD and see that it is awarded from time-to-time as regular loot.

Turn this item into a OTD, awarded on first kill to all armsmen and paladins in the group above the appropriate level (multiple sources, some indicate min level of 29, some indicate min level of 30).
I did not get a screenshot of the award, but this is a well-know OTD for all albion tanks.
