1596: Mid Quest Better Off Buried missing

Description

The mid quest Better Off Buried is missing from NPC Gudlor. This is a follow-up quest, and only available when having completed Lover's Circle (15), Living Warning (21), and Sugnhild's Revenge (22) before being offered this one.

Reproduction Steps

1. Reach level 27
2. Complete pre-requisite quests Lover's Circle, Living Warning, and Sugnhild's Revenge
3. Attempt to get quest from Gudlor

Intended Behavior

Quest should be implemented at patch level. Add quest to NPC Gudlor. Link has all dialogue and steps laid out.
