I can not abort the quest "Secret Orders"

I tested it on Pendragon Server and you can abort the quest.
1. Get lvl 41 on Albion with a class listed here: http://camelot.allakhazam.com/quests.html?cquest=351
2. Go to the NPC and get the quests
3. Try to abort the quest - you will not be able to
Let us be able to abort the quest, as you can do it on live server.
In pictures 1 and 2 you can see how I receive the quest from the NPC at Pendragon testserver. Pictures 3 and 4 show, how I abort the quest successfully.
After 1.65, there is no such patchnote that says "now you will be able to abort that quest". Therefore, you were able to abort it back in 1.65 too.
