1247: Base damage variance

Description

Using a weapon with spec weapon = level 1 makes you swing at 25% 125% damage variance without using any styles, let's say the base dmg. That isn't the case on uthgard, it feels more like a 100 125% as if it was using the highest variance when being specced only level 1 or none(staves). It works on all melee classes i've tried, alb & hib, and even bows.

Reproduction Steps

1. get a class level20 specced 1blunt and 20pierce.
2. Buy blunt & pierce of same SPEED and effective DPS.
3. Swing at a blue or green mob, always the same as a reference using both weapon types blunt & then make another round of test on pierce. Watch the base damage being the same.

Intended Behavior

Not being able to train staves or training only level 1 should make base damage variance hit for 25% 125% from weapon's value and not 100% 125%. I suggest to check weapon coding, I steal aggros from tanks being speced 3bow only at level25character. Imagine the abusive specs in RVR with that coding.
