1240: Quest Sveawolf Guardian not implemented

Description

* The quest Sveawolf Guardin can be taken at level 8 until level 50.
* The starting NPC is Elder Sveawolf in Svealand West, couldn't find it at the specified location (http://web.archive.org/web/20031121052627/http://camelot.allakhazam.com/Mobs/search.html?cmob=2740).

Reproduction Steps

1. Go with a level 8 or higher char to the specified location for elder sveawolf:
http://web.archive.org/web/20031121052627/http://camelot.allakhazam.com/Mobs/search.html?cmob=2740

2. Will see that can't be done because the NPC/mob is not there.

Intended Behavior

The quest Sveawolf Guardian and elder sveawolf need to be implemented.
