1237: Quest Helping the Svartalfs not implemented

Description

* The quest Helping the Svartalfs can be taken at level 19 until level 50.
* The starting NPC is Dunfjall in Nalliten(under a boat).
* I went with my level 19 runemaster to visit Dunfjall(under a boat in Nalliten), it was not giving any quest and it doesn't have the quest giver golden ring at feet.

Reproduction Steps

1. Go with a level 19 char to visit Dunfjall under a boat in Nalliten.
2. Try to interact with Dunfjall to see if it has any quest to give to you.

Intended Behavior

Implement the quest Helping the Svartalfs for the NPC Dunfjall.
