1148: Valley of Bri Leith mob respawn timers seem too long

Description

While doing tasks at the Valley of Bri Leith guard tower in Hibernia, I have observed that many mobs there take a long, long time to respawn when killed. For instance, there is a grass sheerie that spawns just north of the guard tower. I killed it and it never respawned the rest of the time I was there which was well over 10 minutes. I've noticed the primrose can take a long time to respawn as well.

Reproduction Steps

1. Go to Valley of Bri Leith guard tower between level 12 to 16 and do kill tasks.
2. Note how long certain task mobs take to respawn is in excess of 5 minutes.

Intended Behavior

According to this old grab bag post from Sanya, there isn't an actual timer but a chance for the mob to reappear every X minutes:

Given that information, I'm left to conclude that the percentage chance for respawn of some of the mobs in the area I'm talking about is much lower than it should be as they are just common mobs and nothing special.

The only evidence I have is personal observation of having spent the last 5 levels in the area.
