Some NPC show as quest givers but they don't give you any quest when you interact with them. Many are trainers from other classes and I think they are quest givers, but not for the class I'm using. I've seen this in Fort Atla and Vasudheim.
1. Create a class that starts in Fort Atla or Vasudheim (if you don't want to travel at low level to that places).
2. If you don't find any NPC showing as quest giver but not giving quest to you at lvl 1 try to lvl up until (use tasks, is faster).
3. NPCs show as quest givers with a golden circle at their feet.
The NPC should not indicate it has a quest for players who has not qualified for the quest.
(I would check ALL NPCs, this is not the 1st time this is reported)
It's a bug when the NPC shows as having a quest for you, and when you click the NPC it does not have a quest for you or the quest it has is not showing up.
