1066: Credit granted only by deathblow on "Bandit's Return"

Description

The quest out of Ardagh, given by "Mosen" called "Bandit's Return" requires you to kill 3 Exiled Rowdies. The only camp in the area is in Silvermine Mountains @ loc 19.6k x 3.4k. If you are in a group while killing the target mobs, credit for any kill is only granted to the individual who strikes the deathblow (ie: 3 people in group requires 9 kills to complete for all).

Reproduction Steps

1. Grab the quest from Mosen.
2. Group with at least 1 other person that also has the quest.
3. Kill 1 mob.
4. Have all party members check journal for who did or did not get credit.

Intended Behavior

Deathblow should not be a factor of obtaining credit for this quest, nor any quest outside of perhaps Epic quests, or a Task. This works against grouping, and socializing with other players. Individual credit granted only by deathblow adds a considerable amount of time to a rather simple quest that should take no more than 10 minutes or so to complete (for 3 people it took over an hour).

Secondly, the camp size (it's the only one in the area) would benefit from having more spawn hookpoints, as this camp of Exiled Rowdies is also shared with "Villainous Bandits" which are the target mob of another quest (Protection Racket). The respawn rate feels excessive, and there appears to never be more than Qty 4 of any combination of Rowdies/Bandits at the camp.

Evidence

DAOC quests, such as this are working as intended when a step is completed, where all group members present who are on the same step are granted credit together, regardless of who strikes the deathblow, or strikes any attack at all.
