The level buff, Thor's Vigor, delves for +16 STR/CON, it only gives +9 STR/CON at lvl 5.
1. Make a thane.
2. Spec 2 stormcalling
3. Buff yourself, notice the delve value, and then notice the value your char gets.
Correct it to 16 STR and 16 CON guess............?
You can see the proof in-game, external sources not needed.
